It's not possible.
They're either lying to you, don't understand bettas, or are very naive or are very obnoxious thinking they can change genetics like that.
Bettas can survive in cold water, doesn't mean they're living happily and will have shorter life spans than a betta with a heater at the right temperature in a correctly sized tank. Just because something looks okay doesn't mean it is.
And they can still breed in bad conditions, just like other fish and animals.
I wouldn't buy a tropical fish bred in cold water, nor would I buy a puppy from a puppy farm.
This is how people buy goldfish and bettas thinking they're fine in tiny bits of water, when if you do a bit of research this is obviously wrong. Betta fish are tropical fish, there's no changing that no matter how much you breed them.
You can't just drastically change a fish like that.
That's like saying you've bred cats to eat only vegetables, it doesn't work like that.
You can breed colours and behaviour in, fin shape and even body shape, but you can't change things like diet and the environment they're is best suited in.

How big are the tanks and what did you keep in them? If you think you'll actually be able to care for the fish and don't just want them so you can fill up the tanks, go for it! But if you just want them for decorations and will forget about them after awhile or not properly care for your fish, don't bother. Like Lonin said, proper care is important.
If you want something lower maintenance you could do a shrimp tank. They're small and relatively easy to care for, and they're surprisingly cute and entertaining. They also love live plants, which would give you a good opportunity to decorate the tank and go along better with the under the sea theme.
Bettas are also pretty tough. They still require a lot of attention, but they're not as fragile as some fish and give you a bit of room for error if you mess something up. So long as you have a heater and a decent sized tank (at least 2.5 gallons) they're generally pretty happy.
It's hard to say without knowing anything about your old fish or your tanks, though. Do some research on whatever type of fish you'd be getting, and make sure you're confident that you can keep up with taking care of them. Fish are really fun to have, but if you get behind or don't have the right setup things can get really overwhelming really fast.

One of my guppies died without warning sometime last night. Water parems are fine, temp is fine, all other fish show so signs of being ill. Don't know what happened.

How long have you had him? Guppies don't have a very long lifespan.
