Okay, this one is based off of parties! (✿◠‿◠) Quite complicated looking though, woops. His item is a party hat and horn.

To add a bit of challenge, no prettying it up. Meaning, don't edit the form, don't add images, lyrics, gifs, etc. Quite ironic if you ask me, but it gives everyone an equal chance!
