I think you just layer a bunch of contacts on top of eachother to look like eyeshadow. That's my theory xD
You can actually do a lot of cool eye effects. Like this glowing effect with Necromancer's eyes:

For the Pink Balloon's eyes I just used a pair of the store contacts, a pair of the slanted eye contacts, and 2 of the small black heart tattoos.
