Well, I've just been browsing the forums and going to random pages (which is how I found this topic xD) and scrolling down to the bottom of each page to check to see if there's candy. They're actually quite common, but it appears that you can only get one every 20 minutes. When I started looking I was like, "But the forum is so big! How are we supposed to find anything?" But if you just keep looking, you'll find one soon enough, I promise I'm pretty sure they appear randomly, so it's not like there are certain, specific pages only with candy on them.
