Basically a permanent artist can own more CMD's and make as many personal customs as they want (so long as they can get another CMD). Also they will never be removed from the artist list(artists are only removed if we determine there are too many artists. In which case we will hold a design comp.). They also have more sway in decisions like accepting new artists, comps, special adopts and the like.
