Unfortunately, they won't. They'd be zebras straight from the adopts.

This whole zebra thing is going to just be another August PPS lion thing, and it's going to be really annoying. God I pity the people who collect every pet on CS. I might trade for one months from now when it's just another rare in the system.

The zebras are actually quite different than the August PPS, which was only a very rare, one-time outcome and extremely overinflated by demand. The zebras are literally some of the rarest pets on the site; when they were released before, the chance of getting one was about 1 in 40,000. The chances may or may not be different this time, but the zebras will never be "just another rare." They are, and will probably stay, OMG so rares. ^^'
