Your post had to be approved first and that could of taken some time. Now that it's shown up you should be able to send your message. If you continue to have problems, try submitting a help ticket so a staff member can look into it^^.
And you were almost right, you had the correct forum. To introduce yourself though, you can make your own topic in the Introductions forum.

Why should you be able to adopt a newbie?: Because my favourite thing is helping and making others feel happy. I have stood by a year for this moment and I cannot fail to help anyone, it is my next step on CS. I am very experienced in many aspects of online forum and game sites, I have been a proud member of Pokefarm for almost 4 years.
How often do you get on CS?: Everyday at the least. I am constantly checking up on CS every 30min or at the most every hour.
Which categories would you like to apply for?: General Knowledge, BB Code and Trading and Pets
How long do you typically spend on CS each day you get on?: Idk at least an hour or 2, maybe up to 5 hours if Im lucky
Do you agree to be helpful and polite to your newbie at all times?: Why wouldn't I?? :3

Hello I might have a stupid question, but right now, I can't adopt any more then 7 of each pet so it seems, so only 7 cats, 7 dogs..

Will this change overtime?
Because I see other players have lots of pets...

Some months you may only be able to adopt 3 of that species, some months maybe 16. It depends. So don't fret, it will vary.

There's a certain limit in each litter every month. You can obtain more pets, wether it's that specific species litter of the month, or previous pets, by trading for them though.
