BLUP is important only when you want to breed exceptional horses. If you want a great competetor you want both Sire and Dam to have GP and BLUP. Blup helps increase the GP of the foal.

GP stands for "Genetic potential," if you click on a horse and select the "genetics" tab you'll see something along the lines of:

(using my horse as an example). The GP is the overall possible skill set your horse could develop and beneath that it's broken down into the minimum potential your horse could achieve in each discipline.
No, skills don't matter for breeding purposes, the only thing transferred onto foals is the GP of the parents and how well BLUPed they are.
