The Dark Sparrowmouse drops in the Training Grounds or you can buy it from the MP if you can manage to snag one.

Are Slash attacks weaker than Bolt attacks? Also, can you use any kind of scroll to remove locked attacks?

No, not really. Slash attacks are usually used by dragons that use physical damage. Bolts are used by dragons who use magic. So really, it depends on how many points you are putting into either strength or intellect, depending on your dragon.
