Can I make a neighboring clan and do only the Leaders have wings?

(No. All cats have wings. Kits have chibi, apprentices have medium sized wings, and warriors have strong wings. Leaders have wings also and give the power to upgrade your wings. I have a neighboring clans,GlideClan, RedClan, and JetClan. I guess i can ask Lisa4Jack4Sandy... Shes the creator of GlideClan.)
