Currently, customs are not available.
The "bribing" would come when an artists custom slots are full. Those slots are usually a steady price.
If their artist title is orange they accept bribes after these slots are taken, and from here you can PM the artist with the title for the message being "Bribing for a custom."
You must at least meet their current price for customs and raise it in amount/value to make the artist more willing to do your custom. They have the right to refuse to do a bribe if they don't feel like it, or they don't like the payment. They also have the right to close their customs for as long as they like or not take custom orders at all.
It's all up to the artist, really.
