the story is that Totoro wasn't alowd to go Trick or Treating becase tess wouldn't let him. So, the CS users got all the candy and traded things with totoro<3 At least, that's what I think. I've pieced taht together.

A little banner pops up randomly every 20 minutes or so. If you click on it, you either get a piece of candy that you can turn in for Halloween goodies (like pets and items) or you get Halloween themed items :D
