Vex had been swimming in the open seas with his family pod when things went awry. A large boat came after the pod, scattering them, but Vex couldnt get away, he was caught in a large net. The scientists grabbed a few more dolphins that were swimming around as they headed back. He was poked and prodded and made miserable. They used different types of DNA, like the narwahl, and blended them with toxic products until they 'succeeded'. All of the testing, and change in DNA, caused the narwahl horn on his head to become toxic. If he stabs his food or enemy with it, the venom will kill them quickly, but it is safe for himself to ingest.
