Where I work, artists suggest things like rarity, release dates, and where it will be released, but the final say goes to the admin. The admin nearly always goes along with the suggestions, but the final say is still his. I think something similar happens here. :3

I think the reason why the dogs aren't 'heavily edited' all the time (eg. PeaPS with its own wings) could be because we have the ability to put items on them already, we could always attach wings ourselves n.n;

Indeed. When the items came out we stopped editing the linearts so much. XDD
