Should I make a chapter book or a small book? I'm not sure because I love to write long books but I never tried to write a short one.

{ Hey guys c: So I was bored the other day and I very quickly wrote a thing inspired by Let it go from frozen owo. It hasn't been edited or anything as I am lazy but yeah, I guess I'll just post it here and if anyone want to comment or critique they can, or if someone feels like editing, pm it to me. Without furtherer ado; here it is!

I remember staring at her; her face pale and wet with tears. She stroked my cheek, whispering things in my ear, like to look after my brother, and to tell the maids certain things; I didn’t understand what was going on, but she was so upset all I could keep saying was ‘Yes, mamma, I will.’
I remember her whispering one last thing in my ear ‘Be a good girl Alice, make me proud.’ A tear rolled off her cheek and fell onto the pavement we were standing on. She wiped her face dry and stood up, looking at pappa. As she had told me, I closed my eyes. All I could hear was her screaming bad words at him. I couldn’t help it; I needed to know what was going on. I moved my fingers so I could just see through the tiny gap I had made. I saw the two in an argument, and suddenly, he pushed her off the bridge to fall into the river below, but mamma didn’t let go, she pulled pappa down with her. I screamed, running over to the edge tears streaming down my face. The last thing I saw of her was her smile. Her beautiful, beautiful smile.

I sat in my room, playing with my winter dress; trying to comprehend the events that had just occurred. What had the man said? I had something that made me special? Yeah right, he had tried to explain to an eight year old that they were crazy. I looked around my room, trying to figure out what I was doing. I couldn’t just walk out like I was perfectly fine with the fact. I remembered mammas’ last words to me, ‘Be a good girl Alice.’ I couldn’t do this “good girl” business anymore. It wasn’t me. I walked over to my wardrobe, grabbing my winter coat, scarf and pair of scissors. I put my coat on and wrapped the scarf around my neck. I looked at the scissors and then at my hair -Which I realise is quite cliché, but whatever- I grabbed them, not even bothering to care how messy my hair would end up and cut it right where the hair tie was. I walked over to my desk grabbing my bag putting all my money in it. I felt my hands warming up underneath my gloves, and so i pulled them off. In my hand a small flame appeared. I looked around the room, touching my desk lightly. It began to smoke, soon beginning to burn. I looked behind me, over at my window. I opened it, removed the flywire, and jumped out; instantly feeling my feet land in snow. I ran until I reached the forest and turned back to see a now burning room. A sad smile appeared on my face as I turned back to the forest. I took a few steps before looking back one last time, “That prefect girl is gone, and the flames never bothered this new one anyway.”

I have an idea for a story and I was wondering if anybody could help me with sorting out the plot?

It's going to be about a fourteen-year-old girl who has some sort of supernatural secret (I was thinking of making her a siren, or maybe a vampire?). The secret is revealed on a global basis, and all the people suffering from it are being locked up in underground facilities to prevent widespread panic. The girl has a penpal who she continues to write to, and he promises to come and find her. I was thinking some other stuff could happen but I'm not entirely sure what. Any ideas?

Probably the penpal actually doesn't come get her because he's a spy for the underground facility. So whatever the girl tells the penpal, then the penpal tells the head of the underground facility.
