I personal think that they will continue in a circle.

They can't. Only full-grown pets are in the archives.

Maybe they will just have a really long growth period, alternating between ash/chick/phoenix, but then settle on one of the stages?

But a pile of ash as a UR would be pretty depressing..
I hope that in it's final stage, it's still a phoenix but with it's wing stretched out or flames following it's body since there's a white glow around the bird. ouo
