I agree D; Kam, why/when do so ewes get big bows? :3

They are human made artifacts, not made by goennecs, so you pretty much have to make up how they get it. Sam for example has a bandanna.

And ones with these bows and bandanas will randomly appear among the normal sets of goeys? O are they a special privilege sort of thing?

They are rare, but they can appear in normal sets I believe. Not sure though. There are quite a good number of goennecs with accessories though, so I don't think they are a 'special privilege'.

So far, most of the "accessorized" ones have been customs. It's understandable, from Mokapi's POV, to assume that they're a privilege of some sort. The only ones with accessories that aren't customs that come to mind are Hatter and the gryphon, Gildedorien. I don't remember if there are more.

They weren't actually customs, but to be honest, the first thing that came to mind was actually Hatter with his hat and tie. X3 ... and his... very... very... bright colors. Oo
