I would like it to look like the picture below, with the bow as well. I want the hair to be black and the bow to stay somewhere around that shade of blue.

I'm not exactly sure what I want her cutie mark to be but I think it would be cute if it had something to do with feathers/birds c: (could you just wait to do that part until I see her?)
accessories-
The bow, of course, and also a blue necklace made of lace (a bit like my Princess Laci's that I won by one of your auctions. She's the young alicorn princess.) And a silver earing on each ear (the ball-like ones instead of rings)
