You may not re-adopt any of your adoptables because of inactivity. If you want to include a clause in your rules which informs the adopter that should they be inactive with their WOI, you may do so but this is not applicable to any WOI made/adopted before this clause has been added. It is absolutely not fair or right to suddenly decide you will take away user's hard earned characters.
None of the characters posted to "be re-adopted soon" may be re-adopted. You may include a clause to any future WOIs that if they are not kept active the way you intend/wish them to be, that is fine. You need to clearly state the rights you retain and the rights of the adopter. Please inform me if any of this is unclear.

Maybe you could message Hekomi to have it edited with proof(Messages or anything saying ya could) that you were given permission to readopt the WOI..
