What's your idea?

To make it more of a competition, I suppose. You could allow perhaps one or two days, depending on your time and how long it takes for a certain number of people to sign up. Each person makes their form and whatnot, and then you choose three people (Or however many customs you decide to make) whose forms match up best with the tribe lifestyle and such. It might stop some of the people's forms that kind of "get around" some of the rules, such as not actually being part of the tribe, or something similar. IT would also be kinder to people who can't be on at the time you open up the customs.

(I might go more into detail later, but for right now I'm rather rushed so this is all I can really say.)

No, I actually haven't decided yet what to do with the armor.

Perhaps the armor is given only during times of war, and only to the tribes having the war. For example, if Mat'junea and Mat'huen had a war, all Mat'Junea/Mat'huen riders and royals would get armor.
