Yeah, I think people should have to pay for breeding, since that's kind of personalized, like the customs. Also, I suppose it would have to depend on the pair for the price, because some of the kitties have lots of line edits. I know some that I made like the dragon especially, so if they are both complex, it would be more effort to make kittens that for two simple cats!
