Basically the only thing she asks you to not do is be paid to do something for someone else. Namely because they could just do it themselves in theory.
However, yes, you CAN make an adoptable (of your own design), either for free or for payment. Whether the design is asked for or on your own whim is up to you. (design a character is a-ok, draw my pet for me is not ok)
Just nothing PREEXISTING.
