Also, this is what deciding is for. You can either stay or go if you don;t like the changes that the majority has agreed on.
If 4 people are unhappy for example, and 30 are happy, then that will be what is chosen.

Not to sound rude by any means, but why not? Imagine there is someone who is really annoying and gets banned twice but keeps doing that, wouldn't it be good for that someone to be banned for longer?

I think maybe after your first 3 week cycle then maybe a day or week? But if you have to go on again, Rammstein can chose how long depending on which rule you broke and how badly, but a 3rd cycle you could get banned?
