That is a 2nd stage pony, just like how this:

is a 2nd stage dog.
This is a full grown pony:

What makes this 2nd stage pony not qualify as a PPS? Is it because it doesn't have the PPS symbol on it?
It's true that many pets aren't really PPS because they start out as an adult while still having the 2nd stage art, mostly event pets

but if we didn't count those as PPS animals, that would just be ridiculously confusing because there are some litters that only consist of PPS pets. Should those not count as well because, like these pets that don't have the PPS symbol there is no fully grown art?

->

Should these not count as PPS?

To make things easier with counting and spotting ones that don't belong, it's much easier to just classify anything that is fully grown at 1st or 2nd stage as PPS and only those pets that are fully grown at their last stage as non PPS pets.
Or would you rather have those pets that don't have the PPS marking not count as PPS or adults?
