I mean, last year, at my old school, they didn't care if you wore a hat or something as part of your costume because I went as a wolf (i had like a wolf hat and a wolf tail that you clip to your belt loop xD), and that school had a REALLY strict normal dress code. Khakis, polo shirts, ick. This year, we can wear bascially whatever as long as it's 'school appropriate', but WE CAN'T WEAR HATS FOR HALLOWEEN. WHAT THE FISH?
