No, '09 rares fill up tier jumps on the advent list, it's unfair to them because an '08 rare is to much to fill the tier gap.

But it's seven tiers

Your seal dog is 4 tiers above the buckskin, the VR is worth 2 '09
Rares and then you have another '09 rare. That covers three, the '08 rare is to much to fill in that last gap so it's unfair to them.
