Is it okay if i hand draw something, scan it, then like draw it back on an art program?
Or is that counted as using a base?

As long as it is drawn by you. I don't mind how it's done. I don't want a nice character made, only to find it was a base online somewhere, or some picture with different clothes drawn on. But draw it and upload it however you need to, as long as it is 100% drawn by you.

Also have a few preference questions on the design; (Anthro wolf, female of course)
What eye color do you prefer?
What hair style do you prefer?
Do you prefer clothed anthro?
Any war paint, tribal like markings, etc?

Eye color; I really prefer pale colors like blues, purples, maybe even green. Two different colored eyes are also acceptable.
Hair style; Style doesn't bother me much, as I can always change that when she's done by different people/poses. I do like silver/white colored hair, but other colors I don't mind either.
Clothed; That's fine, being it would be female, there would have to be some kind of clothes in the appropriate places.
Markings; I'm especially okay with these, unique marks with a small story behind them are a bit of a plus too. But war paint, markings, all of that is for sure encouraged lol.

Specific/preferred coat color(s)? Natural wolf designs and colors like whites, greys, blacks, browns? Would you prefer a mix of a few, instead of white and shades of one color?

I don't mind natural colors, but I would like to see some "vibrant" colors, those being special markings or what have you, not necessarily the color of the whole animal, but parts of it.
