It makes a difference depending on your currency -- €1 is equal to around $1.35 (according to google at least) at the moment so it should be less than 100 euros, just keep in mind that different banks have different exchange rates as well.
Also, depending on the type of card you have you can also be charged extra for currency conversion.
So long story short, it's currency dependent -- not country dependent and you should be able to purchase gems. =)
edit; oops by currency dependent I mean the pricing of the gems. But I think you should be able to buy things so long as you have a credit card that's with one of those major thingies like visa/mastercard/american express?
also certain websites dont allow for insecure cards to be used (FR isnt one of them). i only encountered 1 and that was an obscure japanese dress-up game site >_> (don't judge) and by insecure i mean the card can have some sort of extra security on it but i was lazy and decided not to :p
