Actually, no, they shouldn't accept, because it's unfair to the other person. If the person knows it's unfair to them and are still willing to offer that much, then they can accept.

I think the Royal Bun side is overpaying :L
There's a significant gap between it and the Grown Scarf Dog.
And I doubt normal rares can cover it.
