I don't think it is either. I think it's best to say its value hovers between a Non-Jewel and Coontail, but not enough to equal a Coontail (2 Nons and a Baloon dog).

the horse has pretty low demand, and the peacock pps has pretty high demand since its so hard to find.
as well the peacock can get more than that
I'd say unfair to them if anything.

Although technically the two PPSes fall within the three-month rule, it actually is unfair to them because the PeaPS went rare so much earlier than the PPS pony.
