What does a character need in order to be considered HQ?
A good design. Good art helps to show off a design but its the design that makes a character visually. A detailed description to also helps to increase the quality of a character if you ask me. Also its how much you love your character. If you love it its high enough quality.

All this quality talk has brought a question to my mind.
