"...right to remain silen"
You put silen instead of silent. It was when she was arresting Kaya.

C H A P T E R S I X T E E N
An hour later we were all ready for the meeting. The eight of us gathered in the assembely halls and took our seats, waiting for Kelly to arrive. The doors opened for the last time as the white husky walked past us all, and we got together in circle formation before taking our seats again. Kelly silenced us, then began talking. And just as I had guessed, the meeting was about the outsiders.
"Today, I am here to tell you about the outsiders. I asked a few of you a month ago if you knew who they were, and you all said no. So I thought it would be best if you knew before we launched an attack. The outsiders are a group of five rouges working with KAT to over-rule HOWLS and take the world with the ECOD," Kelly finished.
A little chatter broke out as to who exactly the outsiders were, and one name popped up quite a few times- Kaya. That was pretty obvious, but another name that sprung to mind was Flo. She had to be part of it. Then there was Ruki, she must have some part in this 'Outsiders' group.
"The five dogs are as follows; Flo, the dog Hawk was tracking undercover. This dog is a nutorious trouble maker and a force to be reckoned with. Next, the twins Kaya and Juno. They were recently discovered and i'm sure you all know Kaya, a dog currently residing in our jail cells. Pixa, a huge genius and a traitor. And last but not least, Ruki. Ruki has the best fighting skills out of the whole group, and has already proved to HOWLS that she can easily provoke us and take the best of us down," Kelly told us. Pixa, huh? I hadn't thought she'd be part of it. Then again, that code did suggest something.
"From now on, you eight will be in charge of the meeting. Your mission is to plan an attack on the outsiders. You will plan who will carry out the attack, what weapons will be used and where abouts the attack will be monitered from. Good luck," 101 finished, before stalking past the rest of us and leaving the room. Everyone was silent, but I already had a plan. Someone had to take charge, and I didn't think any body else would.
"Right!" I barked standing up and walking to the front of everyone. Texas looked up, and Jay smiled at me. Angel nodded.
"101 Wants something done and were going to get it done. I know exactly where the outsiders are centered around, and I can get us there. All we need to do is take down the ringleader, and the Outsiders are finished," I smiled. I think everyone was begining to get the gist of what I was planning here.
"Nine, you can set up a base to monitor the attack from. Angel, you help," The two nodded.
"Great," Nine smiled. He obviously had a plan figured out. The black and tan Saluki glanced at Angel, before continuing his sentence.
"I can set up a device to track and identify everydog within the perimiter of the Outsiders base,"
"And I can help with making some smoke grenades and bombs incase you need backup quicker than usual," Angel finished. Anyone could tell the Malamute was happy to be back on the job.
"Pistachio could help too, if he likes. That would give him something to do," I said, with a feeling that it would make the young dog feel a bit more needed around here. After all, he would never complete any field work with his crippling injuries.
I nodded. This plan was all going smoothly, for now anyway. I was glad to be back, and I flicked my tail before continuing with the plan.
"That's the moniter base sorted. Next there's the actual attack. Me, Jay and Texas will handle that, and Rita, Kasai, you can take backup stations and sort out the dogs on them. Got it?" I got a big fat yes, before I got to say something i'd always wanted to say infront of a crowd-
"Now lets go get these dumb-assed dogs!"
After getting a little carried away with myself, I went to find Kelly and tell her the plan. We were going to attack head on. It may seem stupid, but then we'll let loose the smoke bombs and have Flo surrounded. Once we take her out, their army will fall apart and it's game over. Not only will we have enialated a potential threat, but we'll have bought some more time with KAT. Anyway, 101 approved of my plan. I felt like jumping for joy when she agreed with me. Afterwards, I began my search for dogs to join the attack. When i'd finished, we had around fifty willing dogs for the main plan, and ten to keep observation going with Nine and Angel. There were Salukis, German Shepherds, Labradors, everydog was with us. Perfect. I had Kelly's permission, and it was time to put this plan into action...
A day had passed since we'd worked out the plan, and now we needed to get going. I leaped up onto the balcony and howled - just like Kelly had - to get everydog's attention. Man this felt good. When the service was listening, I began giving out the orders.
"Right. I want all of Nine's recruits with him and Angel, and he'll show the way. The rest of you, split in half. I want half of you with Rita and Kasai, and the other half with me, Jay and Texas. You all know what to do, now let's show this bunch of chimps that we mean business. HOWLS does not back down!" Wow. I didn't excpect to get a cheer like that. Boy is today turning out well for me. I leaped off the balcony, and padded up to Jay.
"Ready?" I asked the grey hound, and of course I got the sarcastic remark I always got when I asked Jay a question.
"The question is, are they ready?" I chuckled slightly and Texas padded up next to me. The other twenty-five dogs behind us, we set off. We were the second group to leave, and we were all on track.
After waiting for 5 minutes hidden in front of the barn, I gave the signal to advance. Me, Texas and Jay lead the first stage, casually walking up to the front of the barn. A few seconds past before I saw a large black figure, and Flo came forth from the ashes, a bunch of large, blood-thirsty dogs behind her. I growled, flicking my tail. 101 stepped up next to me, and she stood out like a saw thumb. A fluffy white coat really didn't do much for a group trying to look frightening. But when she showed her teeth, signalling to the rest of the troops, the overall ferocious image returned. As the smoke bombs were let off, we pulled down our night-vision goggles ran in the direction of Flo. The backup arrived just in time, and we soon had her circled. When the smoke cleared a few moments later, the backup dogs had surrounded the rest of the Outsiders little army. I smiled at Flo, and we were all prepared to take her down, when something really unexcpected happened.
"Angel, what are you doing?" I asked, raising a brow as Angel walked into the circle with Flo. The malamute just looked at me. Now this, was strange. They must have hypnotised her or something, because Angel would never do this.
"Flo, what have you done to her?" I growled, stepping forward. Kelly must've gotten the service to stand down, as they all took a step back. Apart from Raven and Pistachio, who had apparently made their way from the observation base to the barn.
"Mum? What are you doing?" Pistachio asked, taking a step forward. Raven followed Pistachio's lead, and Angel too moved closer to her children.
"Look, you two. I'm with them, with the outsiders. I realised, a few days after Falcon died, that it's way too dangerous in HOWLS for all of us. I needed to leave, and i've been with Flo for a week now and it's a lot safer. Hawk, you with me right?" I was dumbstruck, litterally. My eyes widened and I felt my heart rate dropping. How dare she even ask me that question!?
"Angel, no... You - I can't do this. We can't leave HOWLS. It's our life.." I tear trickled down my cheek as I looked at her, hoping that Raven and Pistachio could change her mind.
"Kids?" Raven looked at her mother.
"Mum, I love you. But I can't leave HOWLS-"
"And neither can you!" Pistachio yowled, getting closer to his only relative. "You can't leave us! This is your life, it's our life! And what about Hawk, what about all your friends?" The malamute was getting really, really upset. He was crying, and so was Raven. Her eyes were flooding with tears. So were mine. This was probably - no, this was - the worst thing that had ever happened to me. Ever. And before Pistachio could say anything else, Flo yowled-
"Enough!" and another smoke bomb was thrown down...
