NPC stands for Non-Player Character

what does that even mean

It means they're a character in the game, but they are not controlled by a real person. They are purely computerized.

Just got this dog from the sand pile. Did it just come out today?

I can't see the picture for some reason, if it's a rabbit, then no. It was out.
If it's the dog then it came out today
