I personally use SAI, though I have several programs that accept .psd files.
Hmm... Well, both are different. Oekaki is easier to do the Tribe-type system with, at least by appearance, and Topics are easier for, say, items. You can do both on either, though. I personally prefer to draw with other programs, though I can use oekaki if you continue them like this.
It's up to you, of course. Which would be easier for you?

I prefer SAI by a lot XD mainly because of the pen-pressure xP off to SAI we go!
