I don't know how I'm going to set up baby adoptions. Hrm.

Also, only 1 custom baby per staff, and no one else can have one. 'cause they're SPECIAL.
Maybe every 50th one there'll be a custom baby given out, like a PPS one.

For now, babies cannot be adopted out to another person who didn't own one of the parents.
I'll make it so that peeps can but I don't know how I'd archive-record that right now.
