On another site I'm on, we have a site wiki; initially, it was open for anyone to register, but then spambots started registering, so registration was closed entirely because even though there were people who were able to ban those spambots, there were just too many of them and it was getting tiring xD I'm not sure how registration was closed, though, and I can also foresee some people getting their feelings hurt if they genuinely want to help but were banned from registering on the wiki.
There's probably an option to invite users to register by email, but I'm not sure on that.
On Google Docs, I think there's a setting to have anyone view the document but not be able to edit it, and then collaborators who can edit can be added, but I'm not 100% sure on that since it's not a tool I use very often.
