Can semi-new HARPG's join?

I used to own a horse sim thing called H10 stables. The last version died and I had toyed with making it a HARPG but I was told the person who thought it up on DA might want credit but I never pursued it. But now the term is slung around I have plans to convert my old sim into a fully fledged HARPG.

So my question is, can my soon to be newly formed HARPG join in if we can get enough members?
