I just noticed that in the item archive this item is missing, or did I just not see it ( from the beach event last year)

Hard refresh if you are able to; it's usually Ctrl-F5.
Or try clearing your cache if you can't hard refresh.

That's from the time when items couldn't convert for different linearts. Instead they made two separate hat items, one for pointy ears and one for floppy. I think the system still see them as different items, even if they look the same now^^.

Was this kitty never recolored into the new kitty lineart? Just curiuos, because what happens if someone gets it in a dec 18 re-release?

It's on the standard Malk cat lines. Malk cats have never been recoloured onto non-Malk lines, nor is there any plan to do so.
