They aren't. If you press quote you can see if there was a mix-up with the coding. They just didn't give an answer for that question.

Originally Mini-Mods were not able to give strikes, I figured it would be better reserved for a full mod, however the Mini-Mods and artists seem to be doing more then the Full Mods themselves, so for now, any staff can hand out strikes as long as the strikes are valid and follow the rules XD
