Weeell, as far as I know, Russians use "I love" / "Ya lyublyu" / "Я люблю" frequently for all kinds of love. Lol. XD
For romantic love as well as for the family kind of love (my mother sometimes says that to me ^^). But guys usually don't say that to their friends, parents, or siblings. They use it more often for their girlfriend (I guess it's got something to do with "manliness" XD). Or, well, if they talk about things they like/love doing, like "I love reading books". It's basically the same as in English (or German xD).
"I love you" would be "Ya lyublyu tebya"/"Я люблю тебя" or "Ya tebya lyublyu"/"Я тебя люблю" (though the second one is a bit similar to "You I love", which puts the focus more on YOU xD).
I can ask my parents tomorrow for more information. Maybe they know something I don't /D

Is either one more formal than the other?
I don't really have to worry about whether males say it or not, because that's just a cultural difference, and my character has spent his entire life in America, so he wouldn't have that. Actually, the reason he's saying it in Russian is so he won't have to say it in English.

The one that you would usually use is the first, "I love you": "Ya lyublyu tebya". That's probably the one your character would use rather than the other one. My family also moved to Germany when I was three, so I'm not really in the culture, either (but I do know a little about the culture from like 25 years ago, because my uncles - both are patriots xD - love to talk about Russia and everything pertaining to it), and that's the term I would use. If he doesn't know anything else, I'd go with that.
We have Russian TV via satellite, and the people in the soap my mother is watching always say "Ya lyublyu tebya" XD
Or if he's telling someone else, for "I love her", he'd say "Ya lyublyu yeyo"/"Я люблю её".

That's cool :3 I'm really excited to see all the stories for the contest. It's too bad that I didn't have so much time for the past weeks D: It's not going to be that much better for the coming few weeks, but I hope it will get better soon, or I shall go mad (not being able to write properly is always driving me mad).
At least I am able to write a few sentences in the evening, sometimes. ;A; Though at the moment I'm a bit stuck because I need to gather information about Baltimore before I can write the next few scenes. *already using google street view and all that stuff* XD

My story is ending up way longer than I had initially expected. I only have a thousand words left before the cap, and I still have a good quarter of the story to go. (Maybe even a third). Commander said that the overflow limit is only a couple hundred words. So it looks like what I'll have to do is cut out a good-sized chunk in the middle.
