Well, it wasn't really a perm. It was just a ridiculous hairstyle. I couldn't take him seriously.
It was the set of episodes with reanimated Hidan not too long ago.

Around the 290-295 area.
These were also the episodes with the freaky, out of the ordinary style of animation. The snakes Kabuto was using looked almost like shiny, rubbery CGI models and not normally animated drawings, I wouldn't be surprised if they were. It was really weird.

No matter how he styles his hair, he's always gonna look like Harry Potter unless he has new glasses.
Sometimes I doubt if the glasses are even real because you never see them shine! It's like there's no lenses!

Kabuto's trying to be hipster!
Lenses in glasses, normal haircuts and generic anime snakes were too mainstream!
So he's going all no lenses in his glasses, dinky haircuts and CGI snakes! NOT TO MENTION NASTY GREEK YOGURT.
