The lion is worth 6-7 09 rares and usually at least three of them should be from the earlier months. Since only two were from early 09 you'd need to add another late 09 rare or so. :)
As for the Malk PPS the 08 dog and horse are the most important parts of the trade and the 08 dog is worth about 2 early/mid 09 rares which is good but the horse is only worth a late 09 rare. The PPS more often goes for 4 early 09 rares because it is one of the highest demanded low advents so that's why I'd say unfair to them. :)

Sorry; just saying something..
I say it's fair. 2-3 '09 rares to get to the first tier, then the rest is to build up the list.
4 09 rares would mean it would be 1 '09 rare to get onto the first tier.
