I know that the Spotted Tribal has bad demand, but would it be fair to a CE Galaxy demand and/or rarity wise?

Well, the CEG certainly does have more demand than the Spotted Tribal, but since the Tribal is significantly more valuable, I'm sure that'll bridge the gap demandwise. c: I'd personally say it's unfair to the Tribal.
