Rarity (technical site rarity) only counts on the pet to user ratio. ^_^
For example, there's 1 UR Tiger for every 100 people. Say the next day was rerelease day, and more UR Tigers were released, and the next day there ended up being 1 UR Tiger for every 10 people. The rarity would go down because of that. :3
