Sometimes you have to take a bit of initiative.
Rather than just asking someone to RP with you, you can always write posts about what your characters are doing--maybe someone will be interested and have one of their characters come over. Or you can be the one to start; it looks like a few people have open characters, you can see if you can have one of your characters run into them:
