It's from an unknown author, so I can't exactly point you anywhere. It's the true form of the saying 'Life isn't about waiting for the storm to pass, it's about learning to dance in the rain" (since that little quote is part of a big poem)
There are many claims saying that certain people said this poem, but no one is really sure, so the author is still unknown.
