Would a Speckled Rat + a Wolf PPS be fair for a Non Ballon? if not what would be needed to be added to it?

Unfair to nonballoon, I have been told that speckled rats are worth around Skeleton PPS due to demand

I have to say I disagree. I think a non or a sorbet + high Sept. list pet would cut it. The UR '12 cat is going for high sorbets.
