For the first one, I recommend the one I'm using, Smoothdraw 3. It's a free software, that's the reason. Also, the pen pressure is allowed there too. :] I can't really list them because I have 2 arts to do.. Geez.
For the second, Lots of people have wacom tablet. I'm one of those. Most people have bamboo tablet. It's good to start with.
I have Wacom intuos5 touch, it's more professional than bamboos, but it's more better, at least for me. (My friend has a bamboo)
