I was actually looking for characters based on actual dinosaurs, and as far as I know there are no dino's with cat ears. But, since there aren't many dinosaur chars on cs I am still willing to accept him. Tough, he is not a raptor according to the drawing. He looks more like a smal T rex species. Let me find the exact species I had in mind and I'll be back
Found it: Alioramus
It's a vife meter long (less than two high) species of Tyrannosauroidea, family of the T. Rex.

I looked them up on images, and some of the pics had feathers/fur down their backs. That'll work the species is perfect!
