I don't mind it if I don't give a character attention. That's just how it is. But I acknowledge all my characters and love them to some degree.
When I completely forget they exist, that's when I consider it neglect.

or having no joy in using it, I buy characters for the feeling they give me when I use them. if I have no connection it kind of bothers me ;-;

If the character is removed from your thread/website/etc and never put back up, not taken care of at all, basically left to rot.

Ignoring it completely and not using it at all. For me, I have some characters which I don't use anymore, but I don't consider myself neglecting them as I used them before, and have retired them some time back.

see the reason most people do this is too get rid of extra characters that aren't as loved, otherwise it overwhelms in terms of roganising them ;u;'

When you accidentally stumble upon the design on some forgotten file and shout: "OH! I remember this from 2006 when- ..."

Guess who I finally got! I got the male anthro otter from Strudel:

I'm naming him Riverjack after a minor otter character in the Redwall series, he was in one of the books. I like the name because I feel it fits him because his tattoos make me think of water or a river and because of his pants and suspenders, he makes me think of a lumberjack. Thank you so very much dragongoddest for helping me get him. I don't know if I'll ever be able to thank you enough for this handsome bloke. ♥
